Los hechos han demostrado que, bajo el pretexto de la epidemia de Covid-19 se ha llegado en muchos casos a vulnerar derechos inalienables de los ciudadanos, limitándose de forma desproporcionada e injustificada sus libertades fundamentales, entre ellas el ejercicio de las libertades de culto, de expresión y de movimiento.
La salud pública no debe ni puede convertirse en excusa para conculcar los derechos de millones de personas en todo el mundo, y menos aún para que las autoridades civiles eludan su obligación de obrar con prudencia en pro del bien común.
Esto es tanto más cierto cuanto más aumentan las dudas planteadas por muchos en torno a la verdadera capacidad de contagio, peligrosidad y resistencia del virus.
Muchas voces autorizadas del mundo de la ciencia y de la medicina confirman que el alarmismo que han manifestado los medios informativos al Covid-19 no parece totalmente justificado.
En base a los datos oficiales sobre la incidencia de la epidemia en el número de fallecimientos, tenemos motivos para creer que hay fuerzas interesadas en generar pánico entre la población con el único fin de imponer de modo permanente formas inaceptables de restricción de las libertades, control de las personas y vigilancia de sus movimientos. Esta forma de imposiciones antidemocráticas preludian de manera inquietante un Gobierno Mundial que escapa a todo control.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “COVID–19 Testing, Reaching, And Contacting Everyone (TRACE) Act”.
SEC. 2. COVID–19 TESTING AND CONTACT TRACING USING MOBILE HEALTH UNITS.
(a) In General.—The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may award grants to eligible entities to conduct diagnostic testing for COVID–19, to trace and monitor the contacts of infected individuals, and to support the quarantine of such contacts, through—
(1) mobile health units; and
(2) as necessary, testing individuals and providing individuals with services related to testing and quarantine at their residences.
